Grounding a duplex receptacle?

what is the proper way to ground a duplex deceptacle that has no ground wire available. I live in Mexico and no one has a grounding rod in the ground or a ground wire in the walls of the houses. I have heard that a jumper wire from the common to the ground lug will fix this. But what is correct???
