Cheap plan under $30/month. Fees/taxes approximation?

I've found a plan that suits my needs. It's the T-mobile "Individual Basic" plan. I have a few questions that I couldn't find from their website. 1) Does it cost money for me to receive a text message? 2) Can texts be used as minutes? 3) What are typical taxes and fees for NYC? Thanks.
